Alright, I put off the answer for too long so I better get this out of the way.

:iconbarizanz: has solved the puzzle. He will be granted 4 prizes. 2 of them have been donated as a gift. 1st gift was given to :iconcaregan: for her contributions. The second gift is to be shared among those who participated (trying to figure out what to do here). There was going to be a third but the recipient has turned down the offer stating that he was more interested in solving the puzzle.

As for the puzzle itself.

:bulletred: Step 1 is to turn the numbers into letters, which results in UKOJ OLOG LAOI OTTL
:bulletred: The Key was 'OHDESIRE'
:bulletred: Several hints towards finding the key was "Kinzo Ushiromiya". Google is your best friend is the biggest understatement ever. I was hoping that this would lead to KnowYourMeme,
:bulletred: The method used here was the Caesar cipher.
:bulletred: When using the Keyed Caesar cipher, you arrange the keyed alphabet with the regular alphabet:
ABCDEFGHIJKLMNOPQRSTUVWXYZ
OHDESIRABCFGJKLMNPQTUVWXYZ
:bulletred: The answer you should have come up with is: 'UNAMAGALOHAFATTO'
Optional:
:bulletred: UNA MAGA LO HA FATTO. Italian (according to Google Translate) for 'A witch did it'

:bulletred::bulletred::bulletred:

New and hopefully last (?) hint: www.youtube.com/watch?v=ExWfh6…
Personally I would have posted the Roman Grammar Nazi...um...Legionnaire clip but I think this might come closer to what I'm thinking of.

As requested by Corde-FR, new hint:
Even if you have no intentions on playing the game, I recommend listening to the soundtrack: www.youtube.com/user/dtp211115…
You'll find the hint when you notice something strange.

:iconsirkaijuofvaudeville: has solved the riddle!...

....of the mystery behind the sigil. Unfortunately, it is not the right answer nor does it have anything to do with the riddle I have planned but for his troubles, he will be granted a consolation prize. Once I get organized.

Explanation for the sigil:
>>The Symbol in the background is the "The Seventh and last Pentacle of the Sun".–If any be by chance imprisoned or detained in fetters of iron, at the presence of this Pentacle, which should be engraved in Gold on the day and hour of the Sun, he will be immediately delivered and set at liberty.

On the Arms of the Cross are written the Names of Chasan, Angel of Air; Arel, Angel of Fire; Phorlakh, Angel of Earth; and Taliahad, Angel of Water. Between the four Arms of the Cross are written the names of the four Rulers of the Elements: Ariel, Seraph, Tharshis, and Cherub. The versicle is from Psalm cxvi. 16, 17:–'Thou hast broken my bonds in sunder. I will offer unto thee the sacrifice of thanksgiving, and will call upon the Name of IHVH. <<

Now that I got the reformatting taken care of, let's resume our game from damntwistedperson.deviantart.c…

I'm thinking of giving the hints here so that the puzzle doesn't get drawn out so long that a solution can't be reached. What should I do?

First hint and probably the most important: Think about Italy.

01/22/11: Let's try something different. The first person this week to ask me a question about the different aspects of the puzzle will be answered with one of its secret revealed. Be specific too. 4th week is my limit.

03/08/11: Haven't had the time to prepare you any hints so I'll give a quick one just to keep anybody that's interested busy.

Alright, to prepare for next week's hint, everybody is allowed to ask one question starting now and everybody gets to vote for one. To vote, simply reply to the post asking the question.

I need to organize these events better.

First hint: :bulletred: Think about Italy.
Second hint: :bulletred: Red and blue are meaningless to the puzzle. Gold, maybe.
Third hint: :bulletred: Key contains eight characters.
Fourth hint: :bulletred: I used real English words for the key.
Fifth hint: :bulletred: The red sigil is a red herring and an easter egg, therefore it has nothing to do with the rest of the riddle.

Just for the record, I was definitely trying the correct method. I have no idea why I failed to solve this puzzle really... I must admit I didn't remove the last E and I'm not sure what online decoders took of that... but I'd believed they normally removed the second E.

I mean, I tried the keyed Caesar cipher SOO many times... with then just basic casesar shifts on top of that just in case. I have no idea how I missed the message...
